Wooho separates source receipt, machine proposals, human decisions, canonical publication, and field delivery so no step can quietly impersonate another.
1. Reserve and validate
An authorized user reserves an immutable source version. Signed transfer, content checks, quarantine, scan, extraction, anchors, and deduplication complete before evidence can enter review.
2. Propose and compare
Typed stages may propose facts, conflicts, compliance findings, and affected consumers. They cannot update active truth. Every proposal retains source/version evidence, confidence, and cost state.
3. Decide and publish
An MFA-protected reviewer sees the before/after diff, provenance, blast radius, and expected version. Approval atomically records immutable history, active truth, audit, and downstream events.
4. Recompute and deliver
Training, readiness, retrieval, notifications, and Android projections recompute from approved state. Offline or delayed delivery remains labeled rather than being treated as current.
